Puglia (Italy)

The Puglia Region with its policies aims to improve the living standards of elderly and disabled people and to allow them to live a self-sufficient life.

The relevant aims are

  • developing and encouraging home treatment and domestic nursing rather than hospitalization;
  • fostering research and the promotion of social home automation as the fundamental element that leads not only to welfare and better living standards, but also to local economic growth in terms of efficiency and productivity

The project is called Qualify care-support to social home automation. It aims to increase the level of integration of people in need of care, both with respect to the analysis of their complex and individual care needs, to quality of life, and with respect to the articulation of the resources developed in an individualized care plane. Qualify Care is the first structured work about the social home automation of the Puglia Region.

The pilot site involves the entire Puglia Region. The site is at the patient's homes in order to reduce the costs of hospitalization, avoiding extra economic costs. The cost is distributed between the family and the Region, with the family contributing a minimum amount.

The strategic partners are five Centers for home environment adaptation (CAAD), financed by the Region. The centers provide services on behalf of the Region; they are the ones who have the real contact with the users and their families. They receive them, make interviews and prepare and customize the project.

Puglia Region participates in the health care value chain through:

  • investing in technological innovation applied to the social sector, aimed at improving the quality of life;
  • funding the setup of assistive device centres for social domotics /Centres for home environment adaptation (CAAD) and providing grants for the purchase of customized domotics solutions.
  • funding a specific project for the quality of life of non-self-sufficient people and for their autonomy at home. The project is called “Qualify-Care” and it aims at increasing the level of integration of the taking upon non self-sufficient people, both with respect to the analysis of the complex needs of health, of care and quality of life, and with respect to the articulation of the resources developed in an individualized care programme.

The center is a specialized service providing technical advice to people with disability in order to encourage autonomy throu

  • The inclusion of assistive technology in rehabilitation or educational projects;
  • Identification and customization of educational technologies for school, to ensure the autonomy in learning;
  • Identification and personalization of the communicational systems that compensate difficulties with language;
  • Adaption of environments for greater accessibility and usability of home environments.

CERCAT CERIGNOLA (FOGGIA-PUGLIA) (Health services provider)

CERCAT contributes to the construction of social infrastructures ofregional organizational and developmental information and consultation services for disability. Its mission is to mobilize regional resources to provide answers concerning the needs of disabled people, professionals, businesses and institutions. Additionally, the center, provides disabled people and their families with innovative, personalized solutions. Specifically:

  • organization and management of a system of information and advice on social home automation
  • active contribution to the development of professional skills
  • knowledge about technical aids avaible to them
  • Promotion of scientific and technological research
  • Moreover, the center is heterogeneous, among users are elderly and disabled people

DOMOS CONVERSANO (BARI-PUGLIA) (Health services provider)

The center targets active and healthy ageing and self-autonomy of disabled people. It is aimed at people with various disabilities and of various ages. It provides tools to foster self-sufficiency for all individuals with disabilities. IAs an additional service, the home automation kit is installed in the user’s home. The center also provides consultation about architectural barriers in the patient’s home and also in disabled and elderly people residential structures.

C.A.T. CRISALIDE BITONTO (BARI-PUGLIA) (Health services provider)

C.A.T. is a center of technological and teaching aids. It achieves specific interventions to promote the integration, learning and autonomy processes, both people with disabilities and students in disadvantage situations.

The Ausilioteca provides:

  • a vast repertoire of educational and didactic aids: logical, linguistic, mathematical, musical;
  • a Documentation Centre of Educational Software and multimedia materials;
  • it collaborates with organizations, specialized centers and experts for the implementation of training projects and of training,consulting and tutorship activities.

E-LSA onlus (BARI-PUGLIA) (Health services provider)

The Centre for Autonomy Ausilioteca campana inserts into the home automation sector and it proposes itself as a social centre for the development and promotion of technologies for quality of life, acting as a link between high technology, convenience and easiness of use, safety, design and affordable cost. The centre is specialised in:

  • projects of Individual Autonomy for disabled and elderly people;
  • evaluation and choice of the better aid;
  • inclusion and integration of people with disabilities through the development and involvement of the care group;
  • consulting about the disabilities and the individual’s rights through the international cooperation;
  • ”e-learning for all" in education and training, using a multimedia platform;
  • Strengthening the rights of persons with disabilities.

Value proposition “Increase safety and independence at home”

The aims are:

  • to improve safety of elderly people in daily life and in their own homes
  • to foster home automation systems to increase the independence of elderly in their own house.

  • elderly people, elderly people living alone, elderly people with neurodegenerative diseases, elderly people with mobility disabilities, elderly people with cognitive disabilities;
  • formal and informal caregivers (family, doctors).

Service “Safety At Home”

The Safety-at-Home is a service conceived for the safety of elderly people, above all of elderly people with neurodegenerative diseases affected by progressive loss of memory. The service is not only responsible to detect emergency events and to notify them to in/formal caregiver but also to take suitable protection measures.

Customer segment:

  • elderly people, elderly people living alone, elderly people with neurodegenerative diseases, elderly people with mobility disabilities, elderly people with cognitive disabilities, elderly people with neurodegenerative diseases affected by progressive loss of memory;
  • formal and informal caregivers (family, doctors).
